This Directorate has received requests for considering, inclusion of approved maritime institutes conducting courses for Electro Technical Officer, prior to the issuance of Training Circular No 1 of 2011.
As per Clause 2.3 of the guidelines for Pre sea Training & Certification of Electro-technical officer for Merchant ship of the
Training Circular No 1 of 2011
, only Maritime Training Institutes owned and operated by ship owning companies and companies engaged in technical management of the ships are permitted to apply for approval to conduct the Pre-Sea training for Electro-technical officer. This was in order to ensure their placement on board ship as trainees immediately on completion of Institutional training to complete the required seagoing service.
It is understood that a number of maritime institutes approved by this Directorate conducting Pre-Sea, Post Sea Competency courses for Engine Department, are conducting Electrical Officer/Electro-technical officer courses as value added cours
This Directorate has reviewed the matter, and accordingly partially amends clause 2.3 of the guidelines for Pre sea Training & Certification of Electro-technical officer for Merchant ship of the Training Circular No 1 of 2011 to include two more categories of Maritime Institutes as described below.
Maritime Institutes approved by the Directorate for conducting Pre-sea, Post-sea courses for the Engine Department who have taken prior No Objection Certificate [NOC] from the Directorate to conduct Electro Technical Officer Course, as a value added course.
Maritime Institute approved by the Directorate for conducting Pre-sea, Post-sea courses for the Engine Department who are conducting Electro technical officer course or equivalent course of 4 months duration during the last 2 years and meeting all the requirements of the Directorate General of Shipping (DGS) Guidelines
The Maritime Institutes complying with all the applicable requirements may apply to this Directorate for course approval.
All other requirements as per the DGS Guidelines
This enters into force with immediate effect.
This issues with the approval of the Director General of Shipping and ex- officio Additional Secretary to the Government of India, under the power conferred in the Chapter IX Rule 47 of Merchant Shipping (Standards of Certification & watch - keeping for Seafarers) Rules, 1998
