Subject:- Security Training for Seafarers with designated Security Duties as per Section A - VI/6 (para 4, 5,& 6) of STCW 2010
Indian being party to the 1978 and 2005 convention of the STCW, the 2010 revision of which enters into force on 1st January 2012, makes is a mandatory requirement for Security Training for all Seafarers at different levels. All seafarers are therefore, required to comply with these provisions, latest by 31st December, 2013.
The Directorate General of Shipping (DGS) hereby mandates that all DGS approved pre-sea training institutes provide "Security Training for Seafarers with designated Security Duties"as prescribed in the Annex 1 to this Circular to all their trainees. This training shall form an integral part of all the pre-sea training courses and therefore no additional fee is to be charged from the trainees and as such no separate approval is required from this Directorate. Successful completion of this training shall be a pre-requisite to the issuance of the Pre-sea Training "Final Passing-out Certificate". This enters into force with immediate effect and applies to all trainees passing out from the pre-sea training institutes from the date of issue of this circular
The Directorate General of Shipping (DGS) hereby approves all DGS approved institutes authorized for "Ship Security Officer" course, "Competency or Preparatory courses for officers" and all Pre-Sea Training institutes to be eligible to conduct "Security Training for Seafarers with designated Security Duties"for shipboard personnel with designated security duties as prescribed in the
Annex 1
to this Circular. This paragraph applies to all candidates other than trainees undergoing pre-sea training at approved institutes. Processing fees for the course has been fixed at Rs 25,000/-
On successful completion of this training, a "Certificate of Proficiency in Security Training for Seafarers with designated Security Duties" may be issued to the trainees in the format prescribed in
Annex 2.
The institutes shall be guided by the following:
Duration of Training: Minimum 1 day (8 Lecture Hours)
Maximum number of Trainees in one session: 20
Course outline and Course timetable: As prescribed in
Annex 3
Detailed teaching syllabus: As prescribed in
Annex 4
5.5 Special emphasis
Special emphasis shall be laid on Piracy and Armed Robbery related training during the programme. Industry Guidelines on Best Management Practices Volume 3 (revised June 2010), as may be modified from time to time, may be used as the reference material for this purpose
Faculty requirements: Approved faculty members and instructors who have been officers or petty officers in the Indian Navy or other armed forces or para military forces or security forces. The institutes may need to engage additional faculty members/instructors to ensure continued compliance with DGS stipulated maximum teaching hours and teacher : student ratio. The load matrix to be submitted to the respective Academic Council and training branch of the Directorate for record, same will be verified during the scheduled inspections and unscheduled inspections by the Academic council and Directorate.
All other requirements as per the DGS Guidelines
This enters into force with immediate effect.
This issues with the approval of the Director General of Shipping and ex-officio Additional Secretary to the Government of India, under the power conferred in the Chapter IX - Rule 47 of Merchant Shipping (Standards of Training, Certification & Watch-keeping for Seafarers) Rules, 1998.
