D.G. Shipping Circular No. 2 of 2004
NO: 11 TR(9)/2003 Dated January 1, 2004
Sub: New Examination center for conducting engineering and nautical examinations - written & oral
  1. The Directorate General of Shipping has been receiving requests for quite sometime from candidates as well as employers and training institutes to provide facility for conducting written and oral examinations at Delhi both for engineering and nautical discipline. It is a matter of fact that large number of candidates are appearing in written/oral examinations at various MMDs who come from Northern states for which there is no specific examination and assessment center. All such candidates have necessarily to select one of three examination centers viz. Mumbai/Kolkata/Chennai. This increases unnecessary burden on the candidates in terms of monetary requirements and time for commuting to these centers and staying thereon till examination is over.
  2. The Directorate's mission /vision statement provides for customers' satisfaction and as a step towards this, it is imperative to start examination facility at New Delhi to obviate the problems of perspective candidates to save their valuable time and expenses.
  3. The issue has been discussed in the Directorate for quite some time and consultations have been held with various stakeholders from time to time on above issues.
  4. In view of above, it has been decided that :
    1. W.e.f. January, 2004 , as a first step towards the complete examination system at Delhi, written examinations at operational level for nautical and engineering discipline shall be conducted at Delhi center as per schedule.
    2. The examination shall be conducted at Directorate General of Lighthouses and Lightships, Deep Bhavan, A-13, Sector-24, Noida, Distt. Gautam Budh Nagar-201301 (U.P.) i.e. the Examination Hall of Directorate General of Light Houses and Light Ships.
    3. All those candidates especially from the Northern parts of India who are otherwise eligible and desirous of appearing for written examination at operational level at New Delhi center from January, 2004 onwards may inform their preference of center to MMD, Mumbai as per norms of MMD, Mumbai.
    4. The written examinations for operational level of engineers i.e. MEO Class IV and 2nd Mate for nautical side shall be conducted as per schedule notified annually by Examination Center of the Directorate.
  5. To summarize, as a first step, written examinations at operational level would be conducted as per schedule of engineering and nautical streams which shall be notified by the respective examination branches. All corresponding orals for such of these candidates for the months in which they have appeared for written in Delhi shall be conducted at Mumbai. In case of any difficulty being faced by the candidates, the same should be brought to the notice of the Chief Examiner of Engineers and Chief Examiner of Master and Mates. Further orders, if any, shall be issued after reviewing the position by June'2004.
