Subject: International Safety management Code(SIM Code) Compliance for Phase II Vessels.

In continuation of this Directorate's Circular No.ENG/ISM/59(4)/97 Dt. 23/04/2003 (copy enclosed) regarding the ISM Code compliance for phase-II vessels by 1st July 2003, it is now observed that, some companies have already implemented the ISM Code, for their ships (Phase-II) and some others have started the process of implementation with the requirements of ISM Code, by either submitting the manual or putting the interim DOC/SMC certification in place.

In the past, number of circulars were issued to the company for compliance with the ISM Code requirement for their "other cargo ship type" vessels operating in Indian coast by 1st July 2003. View above it was expected that all companies should have complied with the ISM Code by putting full term DOC/SMC in place for their company/ship. This Directorate views the lapse seriously.

Considering that some ship owners/companies operating Phase-II vessels i.e., "other cargo ships" of 500 gross tonnage and upwards operating exclusively in Indian coast are yet to be certified for the compliance with the ISM Code, this Directorate has now extended the dead line for the ISM Code compliance to 15th October 2003.

All such ship owners/companies who have to yet put the DOC/SMC in place for their company/ship are requested to take immediate action for compliance with the ISM Code requirement before 15th October 2003 failing which FSI will be enforced, which may cause detention of vessels.
