Subject: Reporting alleged inadequacy of ports reception facilities.

This circular is to advise ship-owners/managers operators of the format for reporting (MEPC/Circ.469 Rev. I 13th July, 2007 copy enclosed) inadequate waste reception facilities in ports with reference to ship generated oily waste, cargo residue, sewage, garbage, ozone-depleting substances and exhaust gas-cleaning system residues (MARPOL 73/78, Annex-VI). The International Maritime Organization (IMO) recognizes that the ability of ships to comply with MARPOL discharge requirements depends largely on the availability of adequate port reception facilities. To improve waste reception facilities, information on alleged inadequacies must be available to Governments.

2. To ensure reporting of inadequacies in port waste reception facilities, IMO has issued the simplified reporting, which is enclosed herewith. Ship Masters are urged to use the form to report inadequacy of port reception facilities.

3. Masters of Indian ships having difficulties at foreign or Indian ports, and Masters of foreign ships having difficulties with reception facilities at Indian Ports should forward the completed form to :-

4. Shipping companies are urged to include the procedures to be followed by ships, Masters in their procedures for shipboard operations as required under Section 7 of the International Management Code for the Safe Operation of Ships and Pollution Prevention.

5. This issue with the approval of Chief Surveyor with the Govt. of India.
