Sub: Revalidation Course for Engineer Officers

The certificates of competency granted to the Engineer Officers under Chapter III of the M. S. (STCW) Rules 1998 are required to be revalidated in accordance with Chapter I Rule 10 (2) of the stated rules. Further, reference is invited to Section M-I/10 Para 2 and para 3 of Maritime Education, Training and Assessment (META) Manual Volume I. Reference is also invited to Appendix M-I/10B of Maritime Education, Training and Assessment (META) Manual Volume II, on the above subject.

2. The first revalidation course for Engineer officers in accordance with Appendix M-I/10B as above will commence in October 2003 at the Lal Bahadur Shastri College of Advance Maritime Studies & Research (LBS CAMSAR). The course curriculum is attached herewith as Annex I. The format of the Certificate to be issued by the training Institute on satisfactory completion of the course is attached as Annex IA.

3. The maritime training institutes that are conducting MEO Class IV (Operational level) and MEO Class II (Management level) courses are only eligible for conducting the above-referred course. They may apply for the approval to the Directorate giving details of the faculty members and meeting the Annex requirements.

4. All grades of Engineer Officers, who have not upgraded their certificates of competency to STCW'95 standards, shall undergo the 4 days refresher & updating course curriculum as contained in Annex II, prior to being admitted to the Revalidation Course (10 days) as contained in Annex I. The format of the Certificate to be issued by the training Institute on satisfactory completion of the Annex II course is attached as Annex IIA.

Those engineer officers who do not comply with requirements of Sea service / Equivalent service for revalidation of the certificate, would be required to attend these courses prior to undergoing oral exam or grant of dispensation to serve at a lower grade (Ref. EAC Branch Circular 44- Instructions to examiners issued 29th July, 2002 - Copy attached).

Contents of Annex II course and Annex I Part A course are common to the Nautical & Engineering disciplines . The classes for both disciplines should preferably be held in combined mode. Part B of Annex I is exclusively for the engineering discipline and must be held separately.

Institutes approved for conduct of revalidation and bridging course for nautical discipline must reschedule their course time table accordingly.

The form for application to MMD's for revalidation / upgradation of certificate of competency is attached as Annex - III. A fees of Rs. 2,500/- for Revalidation of Certificate of Competency need to be deposited. Three copies of 30mm x 25mm size colour photographs also need to be attached with the application form.

The format of Revalidation endorsement to be issued by MMDs on compliance with all the conditions is attached as Annex - IV.

This issues with the approval of the Chief Surveyor with the Govt. of India.
