1. Reference is invited to Paragraph 8 of the DGS STCW 2010 Circular No: 03, Dated: 12.01.2012 on "Augmentation of Fire prevention and fire-fighting course to include a module on fire-fighting competencies for basic training for oil, chemical and liquefied gas tanker cargo operations".

2. The design, installation and maintenance of the fixed Foam and DCP fire-fighting system for this module is required to be approved by a recognized organization (RO) i.e. Recognized Classification Society". In this regard, the guidelines have been prepared by Indian Register of Shipping (IRS), which are attached herewith as Annexes I, II, III and IV.

3. All Institutes conducting approved FPFF Courses are required to upgrade their facilities to comply with these guidelines and obtain approval from a Recognized Classification Society, and submit the same to the Training branch of the Directorate General of Shipping for obtaining approval for conduct of training in Tanker fire-fighting competency module.

4. All Institutes and seafarers to note that this module for Fire-fighting competency of Oil, Chemical and Liquefied Gas Tanker is a pre-requisite for admission to the Basic Training for Oil, Chemical or Liquefied Gas Tanker cargo operations under STCW Convention as amended in 2010.

5. All candidates applying for endorsement of basic training for Oil, Chemical or Liquefied Gas tanker cargo operations under STCW 2010 will be required to provide documentary evidence of having undergone the above mentioned training module Tanker fire-fighting competency.

6. This issues with the approval of the Director General of Shipping and ex-officio Additional Secretary to the Govt. of India, under the power conferred in the Chapter IX Rule 47 of Merchant Shipping (Standards of Training, Certification & Watch-keeping for Seafarers) Rules, 1998.
